The scene
Light Yagami explains a plan to nobody and then eats a crisp. Thirteen of the fifteen lines are his: criminals will keep dying for three weeks, L knows Kira controls the timing, so L needs to watch broadcast criminals die while Light demonstrably has no access to a television. Ryuk has two, both amusement.
It is one of the most quoted pieces of internal monologue in anime, and the reason is the ending. After a minute of careful strategic reasoning about surveillance and suspicion, the whole thing resolves into solving equations with one hand while writing names with the other, and then, at maximum volume, taking a potato chip and eating it.

Performing it
The comedy is the mismatch, so the strategy has to be delivered seriously — low, quick, a man thinking aloud and pleased with himself, not a villain announcing a scheme. Build the last three lines as one rising run and put everything into the final six words; it's the line people will hear first. Ryuk is two laughs and one observation about symptoms starting, and he should sound entertained rather than menacing — he's watching this for fun, which is the joke.
